Here's what I've found
* When you hit > $50 in TRU retail total, the discounts get applied
* Works on creator, city, star wars, marvel, ptoc, alien conquest (maybe more)
* Does not work on dc heroes, friends, technic or ninjago
Best value example:
2 Captain America 6865
1 Loki Escape 6867
TRU retail total: $51.97
-3x $10 discount
Final cost: $21.97 + tax and shipping (unless you do store pickup) - 58% discount!
As of writing this note, it still worked.
Here's the REAL golden ticket. You can re-use the code, apparently infinitely until they change it. What you need to do is logout first, fill up your cart, apply the code, then login. When you proceed to checkout, the code is still active. Apparently the code is only checked for one-time use if you try to apply it while logged in.

Edit: I've also found this does not work with the minifig display cases, but does work with the large grey baseplates.
IE: 2x 0628 and 1x 6866 triggers the $50 breakpoint, and the $30 off. Total = $21.97 + tax + shipping. However, the marvel sets work with shoprunner, while the baseplates do not. So, the best bang for your buck is to stick with items that trigger shoprunner + the code + the glitch, or pick up in store.

I have mixed feelings about new releases: I can't wait to see and get the new sets... but I can't figure out where I'm gonna put them or store them.

When I finally figured "whats taking so long with the rewards"???......and checked my account online..... 5 $5 coupons showed as expired!!!

For full disclosure, I used the code a few times.
TRU final prices are actually cheaper than most other places, the only problem is that to actually have this occur, you have to play the game. You have to do a BOGO, and it has to be a non-excluded theme, and you have to get it quickly before it's out of stock (some VERY quickly).
Example, where else on the planet can you get a Tower Bridge or Grand Emporium for 25% off ($180 and $112.50 respectively during a BOGO 50%)? Also, when the magical B2GO (buy two get one free) happens, you can get Excavators, Unimogs and train sets for great prices (in-store only usually because of the on-line limits. B2GO is a harder game to play, but better rewards (33.3% max possible discount as opposed to the 25% max discount of a BOGO 50% sale). No other retailer, unless they have a SUPER special going can touch these prices.
But again, you have to play the game, you have to time the sale, you have to stay up late on a Sat midnight to get in on the first (any usually only) 15 minutes it's available, and you have to buy two! (unless it's the GE, then not so bad if you also want a Pet Shop too, Tower Bridge not so much, unless you get a unimog or excavator, but then the savings aren't maximized).
Anyway, the game isn't easy, you can win at it with some effort, and winning at it feels good
Note: The whole TRU rewards thing is gravy to me. It rarely comes into my calculations because of how convoluted and fraught with expiration problems it is. If I get an extra $5 here and there, great. It helps me suck it up when I want to get my boys a small set here and there when there's no BOGO happening.
Do I like TRU? Yes, their customer service is ok (LEGO is #1 imho), overall I do fine by them, and they have a hell of a selection. Unfortunately the game must be played. If you go in out of the blue and pick up a bigger set not on sale, you lose.
Oh, back to the code, and is it morally acceptable to use? I think yes, because they played the online game with me, they flinched, and this time I won. I will say only a few times though, because there's use and then there's abuse (think mercy rule). What that actual number ends up being is up to you.

Made two orders. Order # 1 already ready for store pickup
Order #1 consisted of 6865, 6867 and 6203. Order #2 had both 2012 SW battle packs and 6866.
Total between those orders (w/ discount): $58.39.
TRU MSRP total: $113.94.
Total savings: 48~49% off

Finally got it to work... my store is terrible for their selection, so was VERY limited as to what I could purchase.

Then did a 2nd order (took forever to match up without having to buy same stuff plus I couldn't order another Wolverine which made it really hard).

My view on 'taking advantage' of these sales: Cavaet Emptor (Let the buyer beware)
Does TRU feel bad raising prices just to have a 'sale' that drops them to normal MSRP and then collecting money from parents thinking they are really saving? Ultimately it's a relationship of cat and mouse. Us savy AFOLs don't fall for those gimmicks. When a 'true' sale comes, we are more than happy to spend some money (Example: K-marts BOGO 50% SW, City, etc.). I was happy to get 25% off on new City stuff, and didn't even 'exact' match things. If you give us gimmicks, we won't buy from you unless a 'super sale' happens (like this). Then we are gonna hit you hard, as this might be our one 'sale'. On top of this, we are also fighting true resellers that will try to get everything when glitches like this happen.
The final evaluation is that it comes down to getting your systems properly in order. I took advantage of BOGO 50% and B2G1 X from Tru last year... then returned the set at full price to ultimately get 50/66% off the 1 set I truly wanted. Do I feel bad about it? Nope. Not my fault your systems aren't set up properly. Target's Bogo's have it explicitly on the receipt the exact $ amount to amnt to 25% off each item. Learn from your competitors. Notice that Tru now does this. Even Target offers 30/60/75% off clearance sets, so that tells me that they can afford to sell some sets (not all) at those prices and still turn a profit. TRU sells more toy volume and always has charged slightly higher prices so that is another reason why I don't have any reservations of taking advantage as much as I want of sales like these.
