Where to buy a sealed box of series 4 minifigures?

I know you can sometimes find them in stores, but I'm planning to buy a complete sealed box of series 4 minifigures. I know theres Big Bad Toy Store but its too expensive there. Does anyone know any other retailer sites (not bricklink or ebay) that sells them?

I ordered 60 from TrU and they sent me a sealed box, so you can always try that.

But I heard not everybody gets a complete sealed box. TRU sometimes just open the box and count 60 bags for you.

I guess it's a gamble. They sent me 60 loose packets, and my distribution didn't match what was reported for a sealed box. Other people have reported getting loose packets as well.
