And keep in mind, one figure in a CMF pack costs 3.99 USD.. Great deal for a neat little car (and last years little garbage pick up cart was a steal at 3.99 USD as well!)

The CMFs are figures and after market costs have nothing to do with the cost of that figure in production. They cost no more or less to produce than a LEGO figure (actually likely less, as they are made in China). As for the 'exclusive' accessories, many appear in LEGO sets after the fact, and even for the ones that don't, I cannot be convinced that it is costing them enough to make these packs 3.99. I'm not standing up for the cost of a CMF, but LEGO realizes secondary market costs and can charge more. Also even though they sometimes use the exclusive pieces, they still need to design them and that costs money. They need to design the torso prints and everything and that cost money. This LEGO guy is insanely common to the point they just made him using parts they had sitting in a warehouse and just wanted to get rid of. And A lot more pieces that you want to believe are made in China, I find the quality of mini figures' legs in all sets have decreased hugely recently.
I love the Target exclusive holiday pollywogs, but this one is not one of my favorites. I rather they made a blue go kart to match last year's red one because that is what this looks like to me.

These are on sale for $ 3.18 at Fred Meyer. They had a large bin full.

Actually, there is a cost for CMFs with a one off printing or special accessory. A new mold costs serious cash, sometimes as much as 20 to 75 grand. Printing is also extra, but quite a bit less. So they're cost is justified.....divided by the number of figures however, and this is a wild guess, perhaps as much as a nickel extra.
