Maximum dimensions include overhang - notice how the construction of each booth is set back one stud from the edge of the 6x12 base on all three walled sides the official set (the back of each is open). If building the two small booths, yours should follow suit with that design. The single large booth can either have three walls or four walls with a small opening, and the footprint should be set back one stud from the perimeter of the base as well.

Would a large booth need to be set back one stud from the perimeter of the base on all four sides, or just three sides like the small booths?

The one-stud set-back is merely to allow for a one-stud overhang for the roof or other adornments. If there is no overhang, there need not be a set-back. That said, the set-back helps display the snow (assuming the base is white) in keeping with the official set design, so use your judgement.

I'm having issues finding the current size plates in white. Could I use a slightly larger baseplate and just keep the booth to the same dimensions?

I guess it depends on the size of the larger baseplate. If you're talking a 6x12 or 8x8 + 2x8 to make an 8x10 pad, okay, as long as the footprint of the booth(s) itself, including overhang, is maintained as outlined in the contest description.
If possible, though, I would recommend you use a different color 6x10 plate, or a combination of smaller plates (e.g. three 2x10 plates for small booths, six 2x10 plates for the large) in white to achieve the same exact footprint as the official set. Stack two layers of plates if necessary for structural integrity. If you use a different color large plate, I'd suggest simply covering the visible area in part or in total with white tiles, plates or slopes to achieve the snowy 'Winter Village' look.

So pretty much stick to the size?
I have two white thin 8x16 baseplates and for some reason I can only find plates that are 8 long in white. I'm sure I have some around somewhere. I'll just build the booths on the bigger plate then move them to something else when I take the pictures. I have insane amount of LEGOs, I'm sure there are some around somewhere.

Sounds like you need a better/any sorting solution
The 8x16 baseplate is close to the large booth base size - are you planning on building a large booth or two small booths? If large, I'd say go for it on one 8x16. But I feel like that's just too huge for the small booth. If you can somehow fit both small booths on one 8x16...

I have half my LEGO sorted, the problem was within the last few years I have gotten a lot of LEGO and the boxes I sorted the LEGO into can't fit it all. I'm out of town and won't return until after the contest is over. So I took some picture, but have one question. Do we need two costumers? I made two small stands and only have one costumer in one of them as the other one is design in a way that they wouldn't quite fit.

I'll ask this here before posting pictures. Im out of town until at least the 15th, but I took pictures before leaving. One of my booths doesn't have a costumer because how I build it they wouldn't fit on the plate. So does it need to be exactly two costumers, or up to two?
