This is in addition to the birthday party packages that they hold at the LEGO store. The packages seem pretty awesome. You can find more on the LEGO site if you visit the 'LEGO Stores' page.

If anyone gets one of these, please post some pictures. I'd like to see what their builder kit looks like and what the minifig(s) are included. The picture on Lego's site is rather small.

I believe the builder pack is a birthday-boy/girl-selected set. I took my step-daughters to their cousin's party & all the kids did the Rebel Trooper BP. I think my brother-in-law just paid like $100 for 10 kids and that's the set his son picked. They did not opt for all the other goodies listed in this "item." Perhaps with this kit you get a smaller mini-build, much like the monthly mini-build. All speculation on my part.
Disclosure of location should be required when listing your finds!

I think the real question here is whether or not this somehow turns out to be cheaper for getting certain sets/parts than other alternatives, such as actually just coughing up money for a certain set/sets.

I'm sure it will eventually become available like lego stores, brickmaster and stuff.
