According to Brickset, the set was retired last October , which is why you're unlikely to find it on store shelves. Unfortunately, the price of out of production sets tends to climb, sometimes pretty dramatically. Without any more movies in the works, LEGO are unlikely to make any more HP sets eithe...

And to answer the original Q., there do appear to be downloads floating about, but nothing official (*cough cough* Google *cough*).

To confuse things further, it looks like the two 22min. episodes are sometimes billed as four 11min. episodes (see Brickipedia for their titles and provenance), so depending on whom you ask/what you count, the first season is either 2, 4, 8 or 10 episodes long.
