ONLY if it comes via UPS. Most of the time there are no extra charges - the only times I've seen extra charges are on a few larger items. Helms Deep, a train set, and I think maybe Goblin Battle. I think it depends on the shipper, like most say UPS has their import handling fee or whatever it is called. I have only ever ordered once and it came through DHL and there were no surcharges.
