If its a collectible mini figure I think you have to use a Cmf piece of hair but you can give them any accessory.

I have a question, can I also use figures that aren't from the collectible series in the same vignette with figures from the Collectible mini figures??
(I also have a quite good idea but it might not be a really memorable scene)
