First one is from life on mars
second one might be a generic figure
third is half an ogle minion from an undersea set a few years back.

General LEGO is a good place for this.
If you go to BrickLink and do a search for minifigs, sorted by year released you can go through the years and find out when that fig was released and it will show you what sets it came in. You could also reverse-engineer by searching first for the most distinct part, like the head, torso, or helmet or what have you.

The middle one is Ron Weasly from 4728 Escape from Privet Drive.

What's this brick?
I got this piece in a bag of Lego at a yard sale. It's obviously weighted, there's something rattling around inside. I've never seen it before. Anyone know what set it's from and what its purpose was?

Good call, BobaFett2 - it comes in two sets only, in two colors: Red in TS3 Western Train Chase and black in Emerald Night.

^ But notice it doesn't have a lip to keep it on the track like the regular train wheels. These pieces were actually in the 'western train chase' set but wern't part of the model, I thought they might be prototype pieces thrown in by mistake.

Weird... were there alternate instructions for motorizing that set? There are no alternate instructions that I can remember. LEGO doesn't make them as often as they used to, nowhere near as often.

Not full-on alternate instructions, just a modified set of instructions for the same build, in order to motorize it.
